台灣共同管道執行現況及推行障礙之探討

A Study on the Promotion of Common Utility Ducts in Taiwan

摘要


台灣推動共同管道建設係為提升生活品質,統合公共設施管線配置,加強道路管理,維護交通安全及市容觀瞻。尤其,市區道路修築時應將電線電纜地下化,並依都市發展及需求規劃設置共同管道,以達到美化都市景觀及有效利用土地等效益。 自民國80年2月15日,政府為能有效推動市內共同管道的相關工程,於台北市新建工程處成立「共同管道科」,這是台灣最早的共同管道專責機構,至今已完成多項共同管道建設。而台灣所使用之共同管道尺寸多依該段所收容之管線多寡、種類做設計,因此並無一固定模式;且在內政部營建署的積極推動與各地方政府、管線單位配合下,使得共同管道在台灣推動這十幾年,已推及台灣12縣市,且所有完成或近期施工怖建中之幹管約71.5公里、支管約42.1公里、電纜溝約55.4公里、纜線管路約62.8公里,累計長度已超過232公里,因此在行政法規、工程技術、以及協調配合等工作上,至今已略具完備。 建設共同管道雖具經濟、環境、都市防災等效益存在,且台灣推行共同管道至今也已十幾年,然而在執行績效上,仍然無法有效的全面推廣至全國各縣市。有鑑於此,本文藉由相關文獻回顧、問卷調查,彙整分析出影響共同管道執行之障礙,分為法令政策、相關費用、觀念認知等三大構面,並以層級分析法分析推行障礙各項目的權重關係及其優先次序,供相關主管機關於未來執行共同管道時之參考;主管機關於執行共同管道業務時,於有限的資源下能針對執行障礙之主要問題先著手進行改善,以有效分配資源,並針對問題之權重關係予以優先解決,使共同管道更易於推行。

Two big problems of metropolitan areas are that they tend to look jumbled when electrical lines are hung above ground, and that streets are excavated time after time for underground utility maintenance. In order to alleviate these conditions, the government of Taiwan has attempted to place all utility conduits, including electrical lines, water, gas, telephone, etc. into a common underground duct. This serves multiple functions: to facilitate management of the streets, to maintain traffic conditions, to ease utility maintenance, and to better the city landscape. The agenda of this study includes the following three issues: (1) document government efforts in promoting common duct usage for metropolitan areas, (2) identify the achievements of the common duct promotion, and (3) investigate what obstacles lie ahead and how to alleviate them. The government of Taiwan has promoted the use of the common duct since 1991 through the Construction and Planning Agency (CPA), and numerous regulations and codes have been announced and enforced. The first local government agency formed for this purpose was the Common Duct Department (CDD) of Taipei city. The CDD has completed quite a number of endeavors since then. The CPA has tried very hard to promote the use of the common duct through policy enforcement, education, and financial incentives. Over the past 14 years, 12 different counties have accepted the concept and thus planned and built common ducts of different magnitudes. Government regulations, engineering techniques, and administration coordination are all taking shape. After a thorough study, it was found that code enforcement, high construction costs and the lack of support from local governments, as well as the general public, have been the major challenges to the central government in promoting common ducts. Suggestions will be made in order to make the promotion of the common duct to be more productive.
