公共工程施工期間業主對施工廠商管理考核機制之研究

摘要

國內主管機關對施工廠商，在施工查核作業之基準不一，無法有效查核施工廠商之施工管理，導致工程品質難獲提昇。本文針對施工廠商之施工進度、品質管理、安衛與環境、睦鄰、交通維持與組織管理等項目，訂定一套對施工廠商實施工程查核管理考核評審辦法，經由定期評審，掌握施工廠商之工程管理，以提昇施工品質管理績效。本研究之評審項目經專家訪談及統計分析後，訂定評審項目共分七個主要項目、二十五個次要項目，再以問卷方法及層級分析方法作為訂定各主項目及次項目之權重，最後建立管理考核評分項目與標準表。

The domestic responsible authority has not established uniform assessment criteria in construction for contractors. Its inability to assess construction management effectively has made it very difficult to promote the construction quality. Aiming at the construction progress, quality control, safety, hygiene, surrounding environment, communication, traffic maintenance and organization management, this study tries to establish an assessment mechanism to be executed periodically to monitor the construction management of a contractor and promote performance of the quality management. The assessment subjects, which are decided after consulting with experts and through statistic analysis, have 7 primary and 25 secondary items. Thereafter, questionnaires and the analytic hierarchy process (AHP) are adopted to determine the weights of assessment items and finally, a check form including the assessment items and weights is set up.
