台灣河川在環境經營上面臨到兩個難題:1.次要河川之開發或整治的行爲多半未達到環境影響評估法之法定規模,因此常造成河川生態與景觀之破壞,2.傳統的景觀評估屬於專業領域,一般人很難自行操作。基於以上兩項因素,如何建立適宜且易於操作之評估方法,俾以合理化經營河川資源即成爲目前極重要的課題。本研究從景觀評估的角度出發,採用景觀評估中的專家學派理論,運用視覺資源經營管理(Bisual Resource Management)評估法,嘗試建立景觀評估的簡化模式,未來可讓關心河川環境的非專業者亦能據以分辨開發式整治工程之適當性,以便達河川資源永績經營之目的。
Two major problems with regard to river management currently exist in Taiwan. Firstly, most current development or construction projects do not meet EIA regulations. However, inadequate project supervision can lead to serious degradation of both river ecologies and surrounding landscapes. Secondly, the general public cannot conduct landscape evaluations because lack of professional training. The research conducted here addresses both problems by developing suitable criteria for assessing river environments and formulating a strategy for using the criteria and thereby creating a method for effective small-river management by non-professionals. The proposed research was carried out in accordance with Visual Resource Management theory and then developed criteria and a method for evaluating river landscapes which non-professional river project managers can use. Ultimately, the proposed research aims to achieve sustainable river resource management.
