愛爾蘭高等教育品質保證制度

摘要


本文主要是透過文獻探討及文件分析方法來探討愛爾蘭的高等教育品質保證制度。全文共分成六小節,首先,本文從分析及說明愛爾蘭的社會與經濟環境開始著手;其次,在分別說明愛爾蘭的整體教育發展與制度現況及其高等教育制度與現況後,本文關注的焦點則集中於愛爾蘭高等教育品質保證制度的探討,並隨之摘述愛爾蘭加入「波隆那歷程」後之高教品質保證制度的改變,最後則就分析內容作一小結。 基本上,愛爾蘭高等教育品質保證的制度主要是包括認可與評鑑兩類。惟由於愛爾蘭的高等教育是以「雙軌制」為主,故愛爾蘭的高等教育品質保證制度亦有不同的管道,由不同單位負責。在大學方面,其評鑑單位以責成各校建立自我評鑑機制為前提,但受高等教育當局(Higher Education Authority,HEA)的督管,其評鑑類別包括機構評鑑、及後設評鑑;在「非大學」的高等教育機構(含技術學院等)方 面,其高等教育品質之保證之方式原則上與大學相似,但其自主性較低,且其評鑑主管或督導單位主要是「高等教育與訓練文憑學位頒授委員會」(Higher Education and Training Awards Council,HETAC)及「愛爾蘭國家文憑學位資格當局」(National Qualifications Authority of Ireland,NQAI);前者(HETAC)之品質保證或評鑑類別包括學程評鑑、機構評鑑、機構認可;後者(NQAI)之品質保證或評鑑類別則以機構評鑑為主。另外,「擴充教育及訓練文憑學歷頒授委員會」(Further Education and Training Awards Council,FETAC)則主要是掌管擴充教育機構「非高等教育」課程的學習文憑或學歷資格的認可及學程評鑑。大體上,愛爾蘭在確保高等教育品質機制之運作過程中,政府並未作直接的干與或涉入。惟其高等教育機構學位或系所課程品質之專業「認可」,則是由其國內或國際專業學會或團體負責。

This paper mainly aims, via the methods of document analysis and literature review, to explore the quality assurance system in the Republic of Ireland. The paper is divided into six sections. Firstly, it starts with an introduction of the Irish social and economic backgrounds. After summarizing its educational system as a whole, and higher education in particular, the focus of this paper is then on the analysis of the quality assurance system in the Irish Republic, and its major changes infl uenced by the EU. State involvement in accreditation and evaluation within the Irish higher education system is not based on direct intervention. However, the quality assurance system of the Irish higher education has been affected by the “binary system” of its higher education. In the university sector, though with the traditional institutional autonomy, universities have the power to confer degrees, they are still monitored by the Higher Education Authority (HEA). Quality of the “non-university” higher education institutions is validated or monitored by the Higher Education and Training Awards Council (HETAC) and National Qualifi cations Authority of Ireland (NQAI). As to the quality of further education colleges, it is in the hand of Further Education and Training Awards Council (FETAC).
