我國在2005年底成立了財團法人高等教育評鑑中心基金會,將採認證方式對國內大學校院分年進行系所評鑑,通過者即獲得品質認可,其有效期為五年,至此我國高等教育品質保證與評鑑制度發展可以說是進入一個新的里程碑。所謂「他山之石,可以攻錯」,因此本文乃以「高等教育品質保證制度」為核心,並舉述英、美、澳、芬蘭及丹麥五個國家之案例予以探討,以達成下述幾項主要目的: 1.瞭解我國高等教育品質制度之新近發展。 2.探討英、美、澳、芬蘭及丹麥相關制度。 3.根據結果歸納結論,並引申出對我國之重要啟示。 本文運用國際觀點(international perspective)對上述五國予以探究。 最後本文根據前述五國探討結果,引申提出五項重要啟示。
Established by the end of 2005, Higher Education Evaluation and Accreditation Council of Taiwan announced that evaluation for accreditation will be conducted for all departments and graduate schools of the general universities and colleges within 5 years. This development has led Taiwan’s higher education evaluation systems into a new landscape. It is therefore essential to examine the counterparts in some other countries, so as to have a better understanding of the newly developments in Taiwan. The foci of this article will be on higher education accreditation systems in the countries such as the UK, the USA, Australia, Finland and Denmark. Thus, an overview of the newly developments in Taiwan is given firstly. This is followed by a review of systems of higher education accreditation in the countries of the UK, the USA, Australia, Finland and Denmark. International perspective was employed to look at relevant systems of the above five countries. In the end of this article, implications for Taiwan based upon the results are made.
