由於第二次世界大戰後,各國因科技發達與經貿來往而交流頻繁形成地球村。各國的高等教育也受到挑戰,由菁英教育快速擴張到普及教育,由封閉自主走向國際化,而台灣的高等教育也不例外。但在朝向國際化的同時,台灣高等教育也產生了衝擊與挑戰。本文擬就台灣高等教育國際化所面臨的困境與因應之道加以分析與討論。 台灣高等教育國際化對(1)本土文化教育及(2)本土高等教育機構運作型態都有重大的衝擊與影響。因此,為了在朝向高等教育國際化的同時,也必須(1)改變學校的經營策略,朝向自我特色的建立與資源整合,(2)強化國內學生的競爭力與專業能力,加強學生外語與資訊的技能,建立正確的學習態度等相關的因應策略,以在台灣高等教育國際化的同時,亦能提昇高等教育的品質與競爭優勢。
Since World War Two, the world has become a global village because of advancements in technology and the expansion of international business trade. This has brought new challenges to many features of higher education in every country and Taiwan is no exception. The educational system here is starting to expand rapidly, from elite to generalized education, and from isolation to internationalization. With the internationalization of Taiwan's higher education system, some critical issues have arisen. This paper sets out to discuss these challenging issues and suggest several solutions. The critical issues addressed include: (a) the practice of localized education; and (b) the management of the higher education organizations in Taiwan. In addition, two major solutions are offered for consideration: (1) Universities and colleges should adopt new management and administration strategies, including the establishment of specific characteristics, and the effective integration of educational resources. (2) Students should be given professional training to strengthen their competitive advantages, including training in language and computer skills, and the development of correct attitudes toward learning. In this way, the enhancement of educational quality and the development of competitive advantages within the internationalization of Taiwan's higher education system can be realized.
