美國－新加坡自由貿易協定(USSFTA)的政經分析及其對東協的意涵

近年來由於國際政治經濟等多重因素造成東亞及亞洲地區雙邊自由貿易協定(Free Trade Agreement)的盛行，在這股雙邊貿易協定的熱潮中，其中又以新加坡推動最力，除已與日本、紐西蘭、歐洲自由貿易協會、澳洲、美國簽訂FTA外，與其他國家如墨西哥、中國大陸等亦在洽簽或商談中。新加坡與美國簽訂的FTA(USSFTA)已於2004年1月生效，此項自由貿易協定對新加坡及美國的意義為何？因此，本文將首先探討東亞經濟整合的背景、以及新加坡積極與他國簽訂FTA的原因，雙方簽署USSFTA的背景以及USSFTA中美國經貿、戰略安全考量的政經分析、對東協國家的影響力，東協國家如何看待USSFTA？學者認為USSFTA的利弊何在？ USSFTA所帶來的影響及衝擊顯然不侷限於美、新兩國之間，其效應波及整個東協及亞洲地區，新加坡作為東協國家FTAs的開路先鋒(pathfinder)，其所承受的挑戰為何？對東協國家又將造成什麼影響？這都是在這股區域經濟整合風潮中值得探討的議題。

There are multiple factors contributing to the negotiation of free trade agreements in East Asia and Asia recently. Singapore makes every endeavor promoting the negotiation of FTAs in this tide. It has completed the FTAs with U.S., Australia, Japan, New Zealand, and there has been several ongoing FTAs with other countries such as China and Mexico, etc. This Research will explore the USSFTA, begin to work in January 2004 and its implications for U.S. and Singapore. At first, there is a statement about the context of East Asian economic integration and the reasons of Singapore's pursuing FTAs. Furthermore, why should U.S. negotiationg this FTAs bedides the economic factor？Is there any consideration of political and security strategy? Finally, what's its implication for the ASEAN? As a pathfinder of FTAs in ASEAN countries, Singapore must face the challenges and the impact.
