摘要

都市計畫之土地政策的利益分配公平合理與否，是計畫執行的關鍵，關係著社會財富，深深的影響社會安定及都市居住環境。
本文試由土地使用之演變來剖視土地價值的產生，然後以地主與政府共同投資都市計畫的觀點，提出較爲合理之土地利益分配架構。
本文共分六節，概要如下：
第一節　台灣近年的進步中，獨以居住環境及土地價值問題仍未解決。
第二節　都市計畫的執行，公平性是最重要的要素之一，故應提出較合理及公平的利益分本方式。
第三節　由土地使用的演變，應將土地之「素地價值」及其「居住空間權利價值」分開，爲合理價值分配之根據。
第四節　居住空間權利之事理分配架構。
第五節　結論
第六節　展望

The reasonableness and justness of land value distribution on city planning is critical for the execution of city planning, and affects the social stability and the urban living environment.
In this text, we attempt to clarify where the sources of land value from in the view of land use evolution, and propose a theory f development right allocation, on the base that land owner and government are incorporate to invest the city planning.
This text is subdivided into six sections, as follows:
Section 1. the background.
Section 2. the justness on the city planning in Taiwan.
Section 3. the land use evolution and the development right.
