The purpose of the study is to ascertain what the best transportation is accessible to passengers. This paper used the qualitative analysis approach and in-depth interviews to investigate different usages of high speed crafts from Taiwan to Penghu Islands. It synthesized composite priorities on strengths, weaknesses, opportunities, and threats (SWOT) for current ferry companies, travel agencies, port authorities, and airlines. It also focused on passenger demands and behaviors, port facilities, transportation and connections between ports and cities, weather effects for the high speed craft (HSC) operation, frequencies, route planning and its model type, the competition with the airline market, other attractive facilities for the cabin service and its analysis of the historical change as well as the structure differentiation. The researchers attempted to propose a practical suggestion to use the HSC as an appropriate transportation vehicle between Taiwan and Penghu Islands. This paper adopted the experience of Motor Vessel "Hai Xia Hao", which has already provided the service between Taichung/Taipei and Pingtan, Fujian Province, China for more than 3 years.
