由台灣民宿政策與制度：論民宿結合生態旅遊永續經營的一種可能

近年來因應觀光客對自然生態與文化傳統的消費需求，加上追求新鮮、與衆不同的旅遊方式，近年來環境意識抬頭等因素，民宿與永續觀光的結合，已成爲觀光休閒的驗展趨勢。雖政府有制訂相關之民宿政策與法令，但由於民宿的蓬勃發展，逐漸成爲商業化的經營，造成嚴重的氾襤，更因民宿管理辦法不管在執行或法令上欠缺完善的制度及嚴格執行的法令，導致衍生出未來民宿與當地環境相融台問題。本文從檢討現有政策、制度與法令爲出發點，結合當地民宿業者之意見，在兼具環境意識與民宿的經營，探究如何結合生態旅遊的方式，促使民宿能永續發展。本研究結論爲：政府應參酌民宿設置先進國家對民宿之相關規範，檢討現有制度法令不周詳之處，並斷然執行現存不合法民宿業者。此外，應以承載量之方式，總量管制民宿之發展，兼具保育自然及人文等觀光資源，保障台法民宿經營權利，促使生態旅遊能與民宿相結合，促成台灣民宿的永續發展，使台灣島成爲生態旅遊的觀光勝地。
