高速公路服務區水資源回收再利用之效益評估

摘要


台灣地狹人稠,土地資源稀少,因此高速公路開發多處位於山坡地,其中服務區佔地廣大,是山坡地使用重要一環,開發營運除安全考量外,水資源再利用為未來重要設計考量,故開發新興水源、鼓勵水循環使用及水資源再利用之推廣、研究均屬目前政府的重點工作。有鑑於此,本文乃針對以高速公路服務區水資源再利用的方法及其效益作一評估研究。目前台灣地區國道第一、三、五號三條高速公路共設置十四處服務區,茲選擇台灣中部之清水服務區為研究樣區,進行調查及蒐集相關資料,包括:現有供水系統、污水下水道系統、污水處理場及其放流水回收再利用等資料進行研究。本研究將樣區雨水及生活污水經處理後之放流水及暴雨排水當作新興水源,再予以進一步處理,符合相關回收用水之水質標準後,作為廁所馬桶及小便斗之沖洗水、植栽澆灌用水、景觀池用水、道路清洗等不與人體皮膚接觸之雜用水。研究重點在於放流水回收再利用之成本效益分析,以評估現有高速公路服務區增設中水道而成為二元供水系統之可行性及將來設計之參考。由清水服務區作為研究樣區,經分析評估結果應可達到節省自來水700 CMD之實際效益,亦即每年可節省自來水255,500 立方公尺。如以目前大台中地區之自來水每立方公尺10.4元、中水道之建設成本每立方公尺4.6元計,則每年可節省自來水費高達266萬元。

Owing to narrow geographical features, limited land resources, a large proportion of the highway system was built on slopeland. In the design of highway service station on slopeland, safety is essential factor and water reuse will be a prime consideration in the future. Therefore, water resources development, water recycling and water reuse would be the focus of government. The purpose of this research was to evaluate the efficiency of water reuse in the highway service stations. At present, there are totally fourteen stations in the first、third and fifth highways in Taiwan. Among them, Ching-sheui service station was selected as the target area to study the existing water supply system, the sewage/sewer disposal system and the biological wastewater treatment plant. The method was to regenerate new water resources from rain water and the effluent of wastewater treated. Further treatments were completed to meet the requirements of recycled water, then, this kind of water can be used to flush toilets, irrigate plants, clean roads, and pour courtyard pools, etc. This research was focused on the cost and benefit analysis of effluent discharge recycling system. The results could be used to evaluate the feasibility of binary water supply system and provide some references of future design. The results showed the binary water supply system will save 700 CMD (i.e., 255,500 m^3/year) of water. If the water prices are NT$10.4 per m^3 in Taichung and the construction costs are NT$4.6 per m^3, the annual saving money could be up to NT$2.66 million.
