莫拉克颱風後屏東縣原住民鄉之易致災性分析

The Investigation and Discussion on Vulnerability of Aboriginal Township in Pingtung County after Typhoon Morakot

摘要


受到全球氣候暖化的影響,世界各地不斷傳出嚴重的災情,台灣這近十年來經常遭受颱風的超大豪雨而產生重創,平地低漥處淹水狀況嚴重,而山區也發生崩塌、地滑及土石流等災害,多處地區人民生命財產安全受到嚴重威脅。為了落實避災、減災及減少人員傷亡,需將各地區之易致災區域勘選劃定,加強檢討這些地區的防災疏散避難觀念及運作機制。本文則是以屏東縣山坡地的八個原住民鄉為調查範圍,以現場勘查與綜合研判方式,針對該地區之地質、坡度及坡向等條件不佳者將其先劃為災害潛勢地區,若該地區並無相關防治工程構造物保護或當地居民無防災避難編組觀念者,則較易造成人民財產損失情況,故可劃為易致災區,應加強輔導管理。

Under the impact of global warming, serious disasters have taken place in various places around the world. Within the recent decade, Taiwan has frequently suffered from severe damage caused by heavy rainfall from typhoon, including flooding in low-lying plains, and landfalls, landslide, and debris flow disasters in mountainous areas. The life, property, and safety of people in many areas are severely endangered. In order to prevent and reduce disasters and to decrease casualties, it is necessary to evaluate the vulnerability of various places and to strengthen the review on the concept and operational mechanism of disaster prevention and evacuation in these places. This study investigated eight aboriginal townships in Pingtung County, and used on-site inspection and comprehensive evaluation to classify the areas with poor condition of geology, slope, and aspect as the potential hazard areas. If relevant disaster control infrastructure is not constructed to protect these areas, or the local residents fail to develop disaster prevention and evacuation concept, it is more likely to result in property loss of people. Therefore, there is a need to establish vulnerable areas, and enhance counseling and management.
