野溪清疏工程之規劃與執行成效

摘要


自1999年921大地震後震出了大量的土砂料源,爾後每逢颱風來襲,洪水就挾帶土砂傾瀉肆虐,土石流已取代水患成為臺灣最可怕的天然災害之一。目前政府已劃定土石流潛勢溪流1660條,逐年辦理整治減災工程,其中最常見的便是河川清疏工程,清疏過程中同時考量疏砂、穩流及保全對象的防護,對管理機關而言多一分準備少一分災害。水土保持局於2008年頒訂野溪淤積土石清疏作業要點中,主要在明訂主辦機關需對於剩餘土石方予以價值認定,及有價或無價的發包方式差別,防弊大於興利,至此於清疏工程的規劃作業流程及成效仍未多做規範。本文以曾經發生土石流災害河川-高雄市桃源區拉庫斯溪為例討論清疏作業規劃流程,希望引起更多的討論使得清疏工程能得到更好的規範與效益。

Streams deposition in the debris dredged operating rules was published by Soil and Water Conservation Bureau in 2008, mainly in the express authority in need for the surplus soil to be the value identified, and the price or priceless contract differences, a variety of measures greater than profits, It has not yet to do more specifications in the planning processes and effectiveness of the dredging project, once the debris flow of the Dakus River, Kaohsiung Taoyuan District as an example to discuss the dredging operations planning process and its watershed. Thus expect to attract more discussion of the dredging project can be better specification and benefits.
