摘要


大規模崩塌又稱深層崩塌,其調查、監控與防治是近年坡地防災的重要課題,至2017年開始會有近百億新台幣的經費投注其中,預期能在十年內有相當的成果產出。而林務局轄管國有林班地位於集水區的上游源頭,地質與地形因素原本就較不穩定,更是大規模崩塌的大宗,惟在調查、治理與管理上仍是以有保全對象者為優先。屏東林區管理處轄區內計有14處之多,為了未來防災實務執行乃以其中高雄市-桃源區-D346為例,採用多時序遙測影像繪出大規模崩塌潛勢區的主要活動塊體,並根據現地全球衛星導航系統監測了解該塊體的活動性與滑動方向,如此可針對大規模崩塌潛勢區地表活動性進行監測。近年來已有多項技術發展且趨於成熟,相對於地下地質探測及後續工程治理的經費,以多期遙測影像及監測設備進行地表活動性評估之經費較為精簡,如高精度光達數值地形、各種航拍或衛星影像,皆為投入後續重點治理與管理經費前的利器,應可多加應用之。

Large scale landslide is also known as deep seated landslide. Its investigation, monitoring and prevention are important topics for slope disaster prevention in recently. From 2017, there will be near ten billion money in funding, and it is expected to have considerable results in ten years. The national forest land managed by the Forestry Bureau is located at the watershed upstream area. The geological and topographical factors are relatively unstable, and there are major large scale landslides. However, those with security objects are still the priority in investigation, governance, and management. There are 14 large scale landslides in the region of Pingtung Forest District Management Office. For the implementation of future disaster prevention practices, the main event block in the potential area of large scale landslide is drawn using multi-sequence telemetry images in No.D346 of Kaohsiung City. According to the on-site global satellite navigation system monitoring to understand the activity and sliding direction of the block, so that the surface activity of the potential large scale landslide area can be monitored. There are number of technological developments and maturity in recently. Compared with the funding for underground geological exploration and subsequent project management, the funding for surface activity assessment with multiple telemetry images and monitoring equipment is relatively simple, such as high-precision numerical terrain of LiDAR. All kinds of aerial photography or satellite images are the sharp tools before investing in the follow-up key governance and management funds, and they should be more applicable.
