建構網路犯罪預防整合安全體系之探討

摘要

網際網路乃現今資訊社會最重要應用，因爲資訊流通與掌握帶來便利，但相對亦在自由濫用與規範缺乏下，導致使用者網路犯罪日益嚴重，惟目前政府對此除尚未能瞭解其現象面與偵查面之複雜專業外，亦缺乏有效有整體管理機制與政策。本文研究目的係籍由釐清網路犯罪之本質與探討其犯罪學與偵查學的理論基礎，嘗試對網路犯罪提出新有研究取向－以犯罪偵查觀點出發，建構包含偵查、法律與政策等構面之網路犯罪預防整合安全體系之一套解決防制之道。

The emergence of internet brings the convenience of communication for acquiring information, nevertheless, internet will turn into haven for crime breeding. For this reason, the axle of this study is to aim at the aspect of crime investigation so as to design policies and set up regulations for, and find faults, afterwards, with, security system management. The scopes of this study is to construct a 'cyber crime based' integrated security system, from viewpoint of policy-making, regulation, investigation, and security techniques, hoping to show the directions and fundamentals for future research and studies.
