全球化下大學“通識教育”課程規劃及實施-以個別型“當代政治經濟思潮批判與分析”通識改進計畫為例

摘要


以全球化議題的課程規劃逐漸成蔚為台灣地區高等教育「通識教育」課程設計的主流。本文將根據作者先後九十二學年度上下兩次申請獲得教育部顧問室「人文社會科學教育改進計畫」個別型通識教育改進計畫經費補助,前後課程規劃及實施的經驗檢討所撰寫之論文。本文中透過本課程的研習,選讀當代中西方知識份子中最具創造力思考之經典著作為教材,進而透過這些的觀點對現代世界文明的形成與衝突做出深刻分析與批判。本世紀開始,「全球化」的現象成為世界各國知識社群關注的焦點。台灣地區面對大中華經濟圈的「和平崛起」,我們是既是最有競爭力一批華人社群,透過本課程提供同學思考,處在全球化競爭的局勢中,我們如何自我定位?尋找我們最具核心競爭力的優勢在何處? 本課程計畫將以「資本主義制度」的形構(formation)作為貫整合現代世界衝突和生存發展的歷史脈絡(context)為縱軸,以「生存-發展-現代化」橫軸,以政經現象所造成的議題作為切入的觀察面向;以「全球化」的概念作為詮釋當代生存與發展最重要途徑與手段。因此,本課程實質內容以垂直深度和橫向廣度探討當代政經思潮的議題如下:近代西方重商主義和資本主義的形成的脈絡;工業革命的影響;社會主義的出現;國際共產主義運動;法西斯主義興衰;冷戰後的福山的歷史終結主義;杭廷頓的文明的衝突;紀登斯的『第三條路』出現;大前言一的「民族國家」終結論、彼得•杜拉克對「知識經濟」詮釋;伯格與杭廷頓面對「全球化」現象的剖析;以及的經濟學大師沈恩關懷人文精神的經濟「發展與自由」。藉選定若干當代重要政治經濟議題為點,由同學間的分組口頭報告當代西方具有重要代表性知識分子觀點,重要文獻研讀和心得寫作,使學者具有思考分析當代政經現象根本問題的能力,並獲致其最大學習效益。

The globalization issue was considered into the course planning which becomes the main stream in Taiwan recently. This paper was based upon the projects of ”human and social science education improvement projects” executed by author, which were under the financial support from the common education improvement projects of Consultant Office of Ministry of Education in the fall and spring semesters of 2003. Author would share the course planning and post-execution experiences in the last two semesters in this article. To select and read the classical books of the current most powerfully creating thoughts all of the world as course material in weekly courses. Finally after group discussions, author would give remarks of in-depth analyses and critiques for the current civilization formation and conflict. To explain the linkage of the current world conflict and existence developments based upon the formation of capitalism system will be the latitude, ”Existence-development-modernization” will be the longitude, and the current issues induced by the political and economic phenomena will be the entry of discussions of this course planning. Though the globalization concept, author would try to explain the major paths and tools of existences and developments of the current world. Some major current political and economic issues were selected, and some major representative remarks were given by student small group discussions and oral presentations. Through the referenced papers studies and reports writing, to strengthen student thinking and analyses capacity of the core issues of the current political and economic phenomena, and finally to gain the maximum effectiveness of learning in this course.
