摘要

關於WTO農業談判，在「多樣的農業共存」基本理念之下，必須考慮農業的多面性機能、食料安全保障等非貿易關心事項。同時確立具有彈性，且兼顧進口國與出口國均衡的貿易規則。在EPA談判方面，可輔助以WTO為中心之多國間貿易體制，對於國內農林水產業之影響充分掌握，在「應該保護的，就要保護」的方針下，政府一體，積極擬定與各國、各地區展開談判之各種策略。

When considering the WTO negotiations on agriculture, the basic concept in the ”coexistence of diverse agriculture”, one must consider the multifaceted functions of agriculture, safeguard food security and other non-trade concerns. At the same time, establishing flexibility for both importing and exporting countries balance trade rules. In the EPA negotiations, it can assist the multilateral trading systems under the multilateral framework of WTO. Also, it can control adequately effects on domestic agriculture, forestry and fisheries. Under the principle of ”should be protected, we must protect”, the government body has drawn up actively various policies for developing negotiations with other countries and regions.
