全方位戶外風險管理策略研究－觀點論述

摘要
戶外活動風險管理的策略上，一直存在著依不同活動類型所發展出來的不同策略，而在複合式活動越來越盛行的現在，我們需要一個更全面的思考模式來提供戶外活動工作者等進行風險管理策略。災害管理領域的全方位緊急管理與全災害管理策略方式以及事故指揮系統，認為對於戶外活動的風險管理有相當的助益。因此於本文當中，將以上述所敘之全方位緊急管理、全災害管理以及事故指揮系統三方面理論針對戶外活動風險管理進行觀點論述，說明災害管理如何協助戶外活動風險管理策略的進行。同時，根據過去採用全方位緊急管理與全階段取徑這樣的策略進行戶外活動風險管理的經驗得知，確實是戶外活動領域與戶外活動工作者（如：戶外教育工作者、戶外活動帶領團體等）可以提取作為借鏡的風險管理策略與思考方式。

In the realm of outdoor activity risk management strategies, there has consistently existed a variety of approaches developed to address the specific requirements of different activity types. However, with the increasing prevalence of compound activities today, a more comprehensive mode of thinking is essential to furnish outdoor professionals with effective risk management strategies. The comprehensive emergency management, all-hazard disaster management, and incident command system employed in the field of disaster management are deemed beneficial for outdoor activity risk management. Consequently, this paper focuses on elucidating perspectives on outdoor activity risk management through the theoretical lens of comprehensive emergency management, all-hazard disaster management, and incident command systems. It aims to expound on how disaster management contributes to the formulation of outdoor activity risk management strategies. Simultaneously, drawing from experiences with past strategies such as comprehensive emergency management and all-phase approaches in outdoor activity risk management, it is confirmed that these methodologies indeed serve as insightful risk management strategies and modes of contemplation for the outdoor activity domain and its practitioners, such as outdoor educators and group leaders in the outdoor recreational industry.
