復健諮商工作在我國尚屬初創階段,如何建立此項服務工作的專業地位,爲身心障礙者提供完整的復健服務,有深入探討之必要。本研究主要目的即在調查相關服務人員之意見,就復健諮商專業定位建立共識,藉以規劃適切之培育、訓練與任用制度,提昇服務身心障礙者之專業水準。 本研究採調查研究法,研究對象包括特殊教育、社會工作、就業服務、復健醫學界等相關專業人員。問卷「復健諮商人員角色定位之研究」包含資源連結、就業訓練、專業發展、職務分析、及生涯諮詢五個向度。由有效樣本187人對復健諮商專業角色功能的看法,可歸納下述三項結論: 1.復健諮商人員角色的共識:調查樣本在問卷四點量尺五個向度上的平均數介於2.99~3.38之間,反應其對復健諮商人員在資源連結、就業訓練、專業發展、職務分析、及生涯諮詢五方面的服務項目「同意」的傾向,且不同性別、專業背景、或工作資歷之反應亦無特別顯著差異之處,顯示樣本的意見頗爲一致。 2.資源連結與生涯諮詢爲復健諮商的主軸:調查樣本在「資源連結」與「生涯諮詢」二向度上平均數顯著高於其他三向度,可能反應國內目前對身心障礙者的復健服務,較缺乏統整,期待復健諮商人員能連結相關資源,建立資源網絡,甚至發揮個案管理的功能;而生涯諮詢方面,樣本對復健諮商人員的期待,亦正是目前身心障礙者重建服務極待加強的一環。 3.專業發展的必要性:調查樣本對復健諮商人員在專業研究、評鑑、專業諮詢及推廣等方面有頗高的期許,亦代表其他相關專業人員對此專業品質的重視,值得復健諮商人員更加珍惜與努力。 研究者根據研究結果與結論,提出有關課程規劃與教學內涵、復健諮商專業與其他專業間之區隔與分工合作等課題,供進一步思考。未來亦可再針對其服務場域之需求、潛在服務對象的期待等面向作深入了解,以確保復健諮商的功能真正落實。
Rehabilitation counseling is a newly emerged profession in Taiwan. Three master's degree programs have been set up in universities since 1993. However, no relevant literature exists as references to define rehabilitation counselor's roles and functions in Taiwan. This study of investigation aimed at developing the questionnaire ”Roles & Functions of Rehabilitation Counselor” and also exploring the expected roles and functions of rehabilitation counselor in services for people with disabilities. Data was collected from 187 correspondents from related professions, including special education, social work, physical therapy, psychological/counseling, and vocational guidance services. Results of factor analysis of the questionnaire confirmed its structure on five dimensions: resources integration, vocational training, professional development, job analyses, and career consultation. Correspondents reflected consensus on these five roles. No significant differences were found among correspondents with different background. It showed that roles of resources integration and career consultation were highly expected. Professional development was another dimension with high expectation. Conclusions and suggestions were provided for further exploring and developing helpful rehabilitation system in Taiwan.
