府際關係理論在運動研究之應用─以學校體育政策為例

摘要

本文旨在瞭解我國學校體育政策實際執行與政策制定單位間的互動情形與夥伴關係，探究執行與推動的各級單位，是否有效落實體育政策計畫的推動，共同推展學校體育。研究蒐集府際關係相關文獻，進行質性研究內容分析，以學校體育政策為個案研究，驗證府際關係對於學校體育發展之重要性，釐清府際關係之意涵內容與其所涉及的問題面向，並提出府際關係在體育運動的影響及應用策略。

This study is to explore interaction and partnership between government and practical executive bodies related to school sport policies from intergovernmental relationship perspective. It identifies the relationships between various levels of sectors and key governmental sports authorities while promoting those policies. In this study, a qualitative content analysis which dealt with materials such as governmental documents, academic articles etc. was conducted by the authors. With a concern on the case of school sport policies, this article finally concludes that the importance and influences of intergovernmental relationship on promoting school sport policies are identified as well as some potential strategies are provided.
