台灣經濟發展與政府角色：一九九○年代以前之論述

基於國際現勢與經濟現代化發展，導致國家對市場的介入成為現代社會的必然現象。台灣在經濟發展過程中，達到世所豔羨的經濟奇蹟與成為亞洲四小龍的新興工業國家。二次大戰後，東亞發展經驗的特殊模式是國家扮演促進經濟發展的重要角色，其間國家這「有形的手」扮演重要功能而不同於西方國家的發展經驗。因此本文研究在理論層面，首先在凸顯國家理論特色，其次是整理國家與市場關係的相關理論與學說；在應用層面上，一方面在回顧台灣經濟發展的國家引導與干預角色，另方面也展望未來，在台灣經濟發展過程中，對國家角色或國家與市場定位提出相關的研究建議。

Based on the international circumstance and modern economic development, state-intervention in market's operation has become inevitable in modern society. On the process of its economic development in the early days, Taiwan achieved the economic miracle and became one of the Four Asian Little Tigers. After the World War II, East-Asian developing experience with its unique model was that the state played a significant role to promote economic development. Then the state, a visible hand, play an important function that was different from those the Western developmental experiences. Thus, this essay wants to stand out the character of state-theory first, then it will arrange the relative thesis about the relations between state and society. In the applicable aspect, this article not only retrospects the ushering and intervening role of the state in the process of Taiwan's economic development, but also forecasts the future trend to present suggestions about the role of the state.
