近年來,台灣的新移民子女人數增長數度相當驚人,到100學年度就讀國中小學人數已達到192,224人(教育部,2012),台灣現在每七、八位新生兒中,便有一位是新移民子女,而且可能會越來越多。因此新移民子女所衍生出的教育的相關問題,均有賴中央機關、地方政府與民間團體互相協助,整合現有政策方案,相互配合。我國政府也針對新移民個人及家庭的權益及需求,於92年訂定「新移民照顧輔導措施」,其中有兩項包括了提昇教育文化、協助子女教養,跟新移民子女比較直接相關的政策。而教育是百年樹人打造根基的工程,如何使政策可以更加貼近新移民子女,妥善促使順利融入台灣社會教育,成為政府與民間必須共同努力的重要課題。本文目的,乃是希望藉由SWOT的分析,找出新移民子女教育的優勢、劣勢、機會和威脅,以發展其最大優勢和機會,減其劣勢和威脅於最小程度,決定出最佳之策略,藉此,對新移民子女提供實質性的幫助,除此之外,對政策應可朝什麼方向作修正,以發揮更大的助益,加速新移民子女在台的教育。
In recent years, the population of the children of the new immigrants has increased enormously. At the end of 2010, the number of these new immigrant children attending elementary and junior high schools has reached 176,373 people. Today, out of 7 or 8 newborn babies, 1 would be the new immigrant child, and the ratio is very likely to become greater in the future. As the result, solving the education related problems for these new immigrant children depends on the cooperative efforts of central government agencies, local governments and non-governmental organizations. In 2003, the Taiwanese government also concluded ”guidance and assistance measures for new immigrants” for the rights and needs of the new immigrant individual or family. Two of the items in the measure included the policy of promoting educational culture, assisting nurturing of the new immigrant children, and other polices which are directly related to the interest of the new immigrant children; however, a sound foundation for education requires enormous and continuous efforts, how to make the policies to be more suitable to the immigrant children and properly urge them to successfully blend into Taiwanese society becomes an important lesson that requires joint efforts for both the Taiwanese government and non-governmental organizations. The purpose of this article is to find out the advantages, disadvantages, opportunities and threats in the education for new immigrant children in Taiwan through the analysis of SWOT. By doing this, we hope to offer these new immigrant children practical helps by expanding their biggest advantages and opportunities, minimizing their disadvantages and threats and finally deciding the best Strategies for them. In addition, we also hope to offer guidance to the government on how and which direction should the policies be revised, in order to elaborate the benefits that our findings can bring to the new immigrant children, and further accelerate the education for these children in Taiwan.
