韓國科技評估機制－兼論我國以獨立組織做為行政機關外部科技評估機構之可能選擇

摘要

如何在制度上建立有效的資源投入機制，對技術研究發展的方向與績效有絕對的影響，因此，本文將以「科技評估」機制為觀察對象，以韓國「科學技術評估與計畫院」與「韓國技術信用保證基金」二組織所進行之科技評估著眼，就其組織目的、評估工具與方式等觀察，尤以其科學技術研究發展預算之配置活動之動態過程，以滾動式的資源投入與再投入之方式運作，同時滿足國家目標與社會需求之機制，應有特別之處。又本文所觀察之韓國二組織，係以行政機關以外之獨立組織，遂行國家重要之科技評估等任務，此一組織運作型態，在我國法制下，甫於日前引進之行政法人制度，或許為我國目前多因財團法人基於其公益法人性質，而適於協助行政機關進行若干專業性與公正性、客觀性又兼具公權力性質之工作的未來可行新方向，本文將一併分析之。

The effectiveness of resource allocation policy plays a fundamental role in conducting the direction of a nation's technology research and development to the righteous and competitive way. In order to find a sufficient model of technology R&D resource allocation, this article will aims at the Korean Technology Appraisal and Planning of the two independent institutions, KISTEP and KOTEC, and analyze how their mechanisms work in a dynamic process of the positive interaction between program performance and budget allocation. An additional comment on Act on Administrative Juridical Persons etc. will also be made due to the Korean experience hints that an independent organization might be effective and objective in supporting government's technology appraisal mission.
