近年來,隨著雲端運算服務的發展,資料中心產業亦呈現新的樣貌。由於資料中心能夠吸納非常龐大的資料量,且能透過網際網路提供無國界的服務,因此被認為是驅動其他運算需求密集產業之發展的基石。然而,資料中心的運作與維護,需要大量能源,因此在產業發展進程中,勢必碰觸到與節能減碳與環境保護協調的議題,且隨著網路無國界的特質,位於某地的資料中心服務範圍可廣及於位於其他國家的使用者,此將使得隨著資料中心產業發展所生的種種議題,成為全球性的議題。有鑒於此,本文擬分析上述相關議題,並從法制面觀察其他國家的因應作法,試圖從較為周全的觀點提出建議,作為我國產業推動機關之參考。
The data center industry has shown new aspects with the developments of cloud computing services in the recent years. Because data centers can store and process huge volumes of data and can provide transnational services cross national borders by the ubiquitous internet, they have been considered as the driving forces of the developments of other information-intensive industries. However, the operating and maintenance of the data centers require a great deal of energy, which will give rise to issues such as, energy saving, carbon reduction, and environmental protection and reconciliations. In addition, with the special character of the internet, data centers can not only provide services within one's national border, but can also provide services to other nations. Thus, the managing issues of the data centers turn to become transnational issues. Hence, this article will discuss the above mentioned issues and introduce the accommodation measures taken by other nations from legislative aspect. In furtherance, will propose suggestions to the government agencies which execute industrial strategy from a more integrated perspective.
