智慧聯網之發展與個人資訊隱私保護課題：以歐盟之因應為例

摘要

關於智慧聯網，目前並未有統一的定義，但其概念卻清晰可見，即物物相連，多份研究指出智慧聯網將對人類的經濟發展造成重大影響，但智慧聯網在發展上，亦將面臨多方挑戰，其中之一為隱私保護議題，主要來自於民眾認為此等技術的應用可能會侵害其個人隱私，因感測技術、智慧標籤或其他微型連網物件能夠秘密地追蹤消費者。本研究將針對智慧聯網及其應用可能會對個人資訊隱私造成的影響進行討論，並探討我國現行制度是否能有效因應智慧聯網應用所帶來的隱私保護衝擊，同時，引介歐盟對於智慧聯網的推動及其對智慧聯網應用所引發之隱私保護衝擊的因應，作為本文建議提出之參考。

The core concept of Internet of Things is connecting objects to internet. Many researches identified the positive impact on economic growth by Internet of Things, but its development also meets challenges. One of them is privacy concerns which mainly resulted from the adoption of wireless sensors or RFID tags which could trace consumers secretly. And via data matching, specified consumer's lifestyle, preference and habits could be profiled. In this research, impacts of application of Internet of Things on information privacy protection will be addressed. And, a review on measures and regulations of information privacy protection in Taiwan will be made. At the mean time, actions that European Commission took to deal with impacts on privacy protection resulted from the usage of RFID tags will be introduced. Finally, suggestions on measures the concerned authorities shall take will be proposed.
