In recent decades, electronic medical records are created to reduce the cost of medical service and to improve the quality of care. Also, many countries try to deploy personal and lifetime electronic health records to realize the vision of ubiquitous medical care. However, the necessity to create personal and lifetime electronic health records and the protection of patients' personal data privacy attract the concerned authority's attention. Therefore, by the approach of comparative study, this paper tried to discuss these issues based on the experience of UK.
