從英國NHS國家IT計畫看電子病歷之推動：以病患個人資訊隱私保護為中心

摘要

近年來，為節省醫療成本和提高服務品質，許多國家紛紛推動病歷電子化，並期能達到每一個人都能夠擁有個人化、終生的電子健康記錄，以促進無縫隙醫療照護願景之實現。然而，是否有必要建置個人化的電子病歷及其間所涉及病患個人資訊隱私保護該如何為之係為病歷電子化過程中所避免不了的課題。為此，本文以英國NHS國家IT計畫推動電子病歷為例，就前列之議題進行比較法探討，以作我國推動電子病歷之參考。

In recent decades, electronic medical records are created to reduce the cost of medical service and to improve the quality of care. Also, many countries try to deploy personal and lifetime electronic health records to realize the vision of ubiquitous medical care. However, the necessity to create personal and lifetime electronic health records and the protection of patients' personal data privacy attract the concerned authority's attention. Therefore, by the approach of comparative study, this paper tried to discuss these issues based on the experience of UK.
