摘要

行動裝置和行動網路的普及開創了新經濟體，個人透過不同平台提供不同產業領域的服務和商品，供需的媒合不再侷限於物理疆界，自由不受限的多元工作模式帶動微型創業的風潮、企業透過非僱傭的新用工模式不僅能降低人事成本也能更容易找到適任者，卻與勞動政策和法規設計的思維－單一全職的典型勞動型態相悖。面對微型創業家、複數零工者和自由工作者的大量出現，需重新檢視就業結構，重建社會安全網模型，落實勞動條件的基本保護。

Due to the popularity of mobile devices and mobile internet, the digital platform economy is rapidly become the most popular new economics. Individuals provide services and goods through different platforms in many ways without physical boundaries. On the other hand, digital platform not only heip enterprises lower personnel cost, but also help to find skilled worker. However, workers, protection and compensation for job-related injuries are relied on the ＂employer-employee relationship＂ under the labor policy and legislation. New social safety net must be revamped for workers, including but not limited to micropreneurs, independetnt workers and multi-jobbing workers.
