偏遠地區的身心障礙教育-以台東縣爲例

The Education for Children with Disabilities in Taiwan Remote Area-Taitung Country as an Example

摘要


在一般教育體制下無法得益的身心障礙兒童,其學習,適應上的困難,除了教育及心理上的輔導之外,還需要醫療專業及社會各方面的配合。此群體人數本來就不多,偏遠地區不便的交通使教育對象在分布上顯得更爲孤立,更不容易得到適當的教育、社政、醫療服務。本文以具體的數據說明偏遠地區在資料上貧乏,進而探討台灣偏遠地區特殊教育的現況及所遭遇的困難。甚於特殊教育對象的稀少性及對社會醫療資源及需求的密集性,作者對身心障礙教育在偏遠地區的未來可能的發展方向,提出建議。建議分爲治標及治本兩方面:治標主要從教育及技術性的層次解決現有問題,治本的建議牽涉到國內人口發展及分布的趨勢,作者指出唯有良好的國土規劃,才能解決國內偏遠地區的各種教育問題,包括特教問題。

Besides Special education, children with disabilities need intensive medical and social services to enhance their development. A chronological review of literature and government reports reveals that, at the present time, in any sense, resources by no means meet the needs of special children in remote areas. Given the scarcity and uneven distribution of resources in these areas, this paper provides plausible suggestions to both technical and root problems. To the technical problems, most suggestions focus on the decision and implementation of education policy. To the root problems, a multi-purpose regional redesign of Taiwan is recommended, in which local ecnomic development, the welfare of elders and disabled children are considered.
