抗戰時期保甲制度在四川省的推行與困境

摘要

抗戰開始後，隨著戰局的擴大，國民政府逐漸將重心移轉至西南省份，於是四川省的角色日漸重要，與基層動員有關的保甲制度也隨著情勢的急迫而更加大力推行。但是保甲制度的推行，深受當時客觀環境的影響，本文即擬從制度規範與實際執行的落差、地方哥老與官紳的介入、縣政功能的不彰與部份地區匪患的猖獗，以保長的選派過程與工作內容為核心，探討保甲制度在四川省推行的困境。

After the Sino-Japanese War, the chief authority gradually had been transferred by the civil government to the southwestern providences because of the extension of the tactical situation. Therefore, Sichuan Province played the more and more important role and the civil government greatly promoted the Baojia system which was related to the primary mobilization due to the emergent war condition.However, the implementation of the Baojia system was deeply affected by the objective environments at that time. This study plans to focus on the comparison between system normalization and actual execution, the interruption of local ko-lao hui and governmental officials, the insufficiency of county-government function and boisterous of bandits at the partial areas in order to explore the actual accomplishment and efficiency of Baojia system implemented in Sichuan Province.
