臺灣彩券發展歷史系譜之研究
Study on the Historical Pedigree of the Lottery Development in Taiwan
摘要
愛國公債、愛國獎券、大家樂、愛心福利獎券、公益彩券、運動彩券在臺灣依序發行及所產生的購買與玩樂風潮，使得彩券的投注與消費成為臺灣民眾日常生活與集體記憶的一部分。博弈彩券在政府作莊、媒體廣告的渲染下，「非法賭博」已轉換成「正當博弈」的一種社會樣態。本研究藉由歷史社會學的概念與運用歷史結構的分析方法，針對臺灣彩券發展過程進行現象解析，期能了解臺灣彩券發展的整體歷史樣態。研究結果發現國民政府與歷任執政當局皆利用愛國、愛心、公益與運動之名義，進行國家各項建設與福利經費之籌措，並將各項彩券盈餘作為添購軍需裝備，補助社會福利、全民健保、國民年金以及發展體育運動等社會項目上。但無可否認的是，歷年彩券的發行與販售，雖可暫解國家或地方財政困窘、經費不足的情況，但卻已助長賭博風氣、社會犯罪、家庭問題及民眾的投機心態。

The sequential release of Taiwan government bonds, Patriotic lottery, Happy lottery, Public Welfare Lottery, and Sport lottery, along with the resultant wave of purchase for fun, has made the betting and consumption of various lotteries a part of the daily life and collective memory of the Taiwanese people. With the government as the controller and under the effects of media advertisement, the gaming lottery has transformed from an ＂illegal gamble＂ into a ＂legal game＂ -- a social pattern. With the concepts of historical sociology and the analysis of historical structure, this study makes a phenomenological analysis of the lottery development in Taiwan, aiming to get acquainted with the overall historical pattern of the lottery development in Taiwan. According to the research results, the National Government and previous ruling authorities all raised funds for various national constructions and welfare in the name of patriotism, concern, public interest and sport. All the profits generated in the release of the lotteries were used to purchase various types of military equipment, support social welfare, enhance public health, increase national pension, and develop sports. It is undeniable that the release and sale of the lotteries in history could temporarily alleviate national or local fiscal problems, but it also resulted in an increase in gamble, social crime, familial problems, and public intention of speculation.
