由於電腦、多媒體、網際網路技術、以及全球資訊網的蓬勃發展,使得電子資源成為人類獲取資訊的重要管道,圖書館也大量引進供研究與教學使用的電子資源。由於電子資源在計價、授權、以及所牽涉到的技術議題,皆較傳統印刷式館藏來的複雜,往往非單一圖書館所能完全解決,因此圖書館界紛紛以聯盟的方式謀求因應之道。本文主旨在於闡述選擇電子資源時應考量的各種準則,介紹「全國學術電子資訊資源共享聯盟(CONsortium on Core Electronic Resources in Taiwan,CONCERT)」所制定的電子資源選擇政策,並就計價方式、引進方式、使用方式、永久典藏…等面向分析CONCERT所引進之電子資源。
With the rapid advancement of computer, multimedia, Internet, technologies and WWW, electronic resources have become very important for human being. In view of this, libraries start subscribing or purchasing many kinds of electronic resources for supporting research and teaching of their patrons. When libraries attempt to make electronic resources available to their patrons, they encounter many issues involving pricing model, licensing, and techniques. These issues cannot be handled completed by any single library; thus, library consortia are established to deal with them. This article describes criteria that must be considered by libraries in selecting electronic resources, presents the selection policy of the CONsortium on Core Electronic Resources in Taiwan (CONCERT), which is one major library consortium in Taiwan, and analyzes the electronic resources selected by CONCERT from many aspects.
