西文圖書是國內高等教育中重要的參考資料類型之一,但其平均價格遠高於中文圖書許多,根據九十一年度調查資料顯示,最多之公立大學西文圖書館藏平均196,229冊,但中文圖書平均館藏313,516冊;在有限預算下,實難以達到立即充實之目標。 電子書繼電子期刊之後,逐漸嶄露頭角,國內有台灣電子書供給合作社(TEBNET)藉由聯盟的方式,以聯合採購增加購買力,降低成本方式常態運作。2005年6月24日一場高峰論壇,促成官學共識,肯定大學校院聯合採購之重要性,後續形成「學術資源倍增行動方案聯盟」,以採購可共享之netLibrary電子書為標的。因為獲得教育部經費支持,該聯盟不同於合作社運作,是由各校自願加入,採志工形式分擔所有運作業務,最後在台港合作下,完成48所、價值高達美金550萬元之少見案例,引進台灣地區51000冊西文電子圖書。
Western Language Books is recognized as one of the important ways of reference in the national high-level education, but their rates in average are much higher than those books in Chinese. According to an official data investigated in 2002, most of state-owned universities equally store up to 196,229 books but store 313,516 books in Chinese, under the budget restriction which is hard to reach as a target to fulfill. Ebooks right after e-periodicals gradually appearing, there exist some ebooks supplying to TEBNET through a way of consortium, which increases the buying ability in a way of collective purchase enables to lower the purchasing cost in normalization. That hastens to establish a common sense between the authority and academy at the summit conference held in 24th June, 2005. That affirms importance of a collective purchase for the universities and colleges in Taiwan. Therefore, a Super eBooks Consortium is organized to deserve and share the ebooks netLibrary based on collective purchase. This consortium is actually different from TEBNET due to a subsidy support awarded by Ministry of Education here in Taiwan, joined by each university or college themselves. Operation aforesaid thereinafter is split on the basis of a voluntary way; 48 universities or colleges have finally joined the consortium under cooperation of Taiwan and Hong Kong. As a rare exception, it costs up to US$5.5 million to have 51,000 books in western languages brought into Taiwan.
