水上戶外休閒活動安全管理與經營策略之初探－以墾丁南灣水域遊憩活動為例

摘要

在所有的休閒運動中，水上活動更為國人所喜愛；墾丁國家公園內之水域遊憩活動相當盛行，水難事件之意外事故頻傳，尤以水上摩托車之發生碰撞機率為最高，惟經營者因缺乏明確之安全管理規則，以降低水域活動意外事故之發生及傷害，提供參訪遊客正確的操作方式，將親水性遊憩活動導入正軌，俾能提升遊憩活動之安全及品質。本研究採用訪談法與文獻研究法，深入了解目前墾丁南灣之規劃、管理現況，並收集水上休閒活動規劃管理之相關資料，探討屏東縣墾丁公園南灣水域遊憩活動之安全管理與經營策略，以SWOT進行現況問題分析，提出初步之安全管理與經營策略，針對本風景區水域遊憩活動之推動、經營、管理等事項，針對南灣水域潛在危險調查及遊憩活動之經營管理規劃，並歸納所得之研究結果提出具體建議，期能提供經營策略及相關安全管理參考。

This research interview method and cultural heritage to study a method, thorough understand currently the programming of south gulf in Kenting and manage current conditions, and collect an aquatic recreational activity programming management of related data, inquire into a safe south gulf water recreation activity in Kenting park in Pingtung County to manage and conduct strategy, carry on the analysis of the current conditions problem by SWOT, put forth first step of security management and management strategy, aim at the activity of the this scenic area water recreation of promotion, management, management etc. item, aim at south gulf water potential danger investigate and recreation activity of the programming of the management, and induce income of research result put forth concrete suggestion, wish to provide management strategy and related security management reference.
