台灣語言治療師之專業培訓歷程及其工作現況

Professional Training and Work Situation of Taiwan Speech Therapist

摘要


依據內政部兒童局於2009年2月公告之最新「台閩地區發展遲緩兒童早期療育概況」資料顯示:通報人數已自89年的9,421人提升至2008年的15,033人。此外自1995年3月實施全民健保以來,不僅提供範圍越來越完善的醫療給付,也提供特殊個案申請服務機會,這些福利服務皆直接或間接地提供更多早期療育的機會給需要的家庭。目前在台灣早期療育有關特殊幼兒的語言及溝通訓練部份多是由語言治療師和特教教師執行。國內多數大型醫院都設有語言治療中心,雖然常附設在復健科或耳鼻喉科之下,另外「中華民國聽語學會」及民間相關的語言治療團體也會運用資源提供相關訊息及服務給需要者。但相較於美國超過50年的發展歷史,台灣對於語言治療師的證照認證及學校系統培育才剛起步。總統府於2008年7月2日公布施行「語言治療師法」中明文規定:中華民國國民經語言治療師考試及格並依本法領有語言治療師證書者,得充語言治療師。職場中的語言治療師目前正面臨實務工作壓力及需於5年內通過「語言治療師特考」的資格壓力,故本文期盼透過文獻探討方式蒐集及分析台灣語言治療師在早期療育環境中的專業培訓及認證歷程,分析其專業工作現況,據此提出語言治療工作過程所遭遇到的困境,並對此提出建言,爲台灣語言治療工作提供幫助。

According to the latest information from Child Welfare Bureau of Taiwan on February 2009, the developmental delayed reporting referral system of children are growing fast from 9,421 children in 2000 to 15,033 children in 2008. In addition since March 1995 the implementation of National Health Insurance, not only provides more and more medical payments, also accepts the apply from the special case. Those kinds of welfare services are all directly or indirectly to help families in need. Nowadays in Taiwan, the major executive persons of speech and communication training programs of early intervention are speech therapists and special education teachers. Domestic large-scale hospitals also provide the majority of speech therapy centers, although often with the rehabilitation or below the ear-nose-throat department. And some non-governmental organizations related to speech therapy, such as ”The Speech-Language-Hearing Association of Taiwan”, they also provide relevant information, resources and service for those who need. But the Office of the President on July 2, 2008 promulgation of ”Speech-Pathologist Law” expressly provides that: After citizens of the Republic of China passed the examination of speech therapists and licensed the certificate, they can be speech therapists. At present, the speech therapists in the workplace are facing both sides' stresses from job requests and passage of the certificate in 5 years. Therefore, in this paper, it is looking forward to explore the way through the collection and analysis of literature about the professional qualifications of training and certification process of speech therapist in the early intervention environment of Taiwan. And we will discuss about the professional situation, job performance and working predicament of speech therapist. Finally, we will put forward our views and recommendations objectively.
