花蓮地區民宿業者環保行為之探討

摘要

環保旅館的觀念在國外已行之有年，美國的「環保標籤」（Green Seal推出環保旅館指南，加拿大則在1998年就已經推出「環保旅館評等制度」，並且有超過140家旅館的參與者，發展最爲成熟（賴明伸，2000），而在亞洲-泰國也已經有相關的環保旅館評等制度(Brian Mertens, 2000)。反觀國內，環保旅館（民宿）的觀念尚屬於萌芽期，雖然民宿的發展對於當地社區有其正面意義，但是若沒有完善的規劃與管理，民宿的發展仍是會爲社區環境與居民帶來衝擊與威脅，而環保行爲可以檢視業者對於環境態度的具體表現。本研究旨在探討民宿業者之環保行爲的情形，研究對象爲花蓮地區合法且有進行環保行爲的民宿業者，本研究共訪談了3家民宿業者，以深度訪談方式進行研究。本研究歸納民宿業者對於環保民宿的影響機制和發生歷程以及環保行爲的現況，研究結果可提供全台的民宿業者在推動環保民宿時，應具備的知識內涵，以實踐於經營管理和實際層面上。

The idea of environmental protection hotel has been popular in overseas for many years. In United States, the environmental protection labelled ”Green Seal” has promoted many guides for hotels and motels to provide environmentally responsible service and products. In Canada, which has the most well-developed evaluation system, has promoted ”green hotel certification” and over 140 hotels in Canada has joined the program since 1998. Similarly, Thailand has set up relative evaluation system for green hotels. By contrast, the idea of green hotels (pensions) is not getting much attention in Taiwan. Although the development of pension has positive meaning to local community, it can bring negative influence and threat to the community environment and the inhabitants there. Therefore, the goal of this research is to examine the environmentally responsible service provided by the pension in Taiwan, for those services can reflect the hotel owner's attitude toward the environment. The objects of this research are 3 people who own legitimate hotels in Hualian area and have provided some environmentally responsible service. In this research, we visit 4 hostels and conduct the research by in-depth interviews. This research concludes how the environmentally responsible services influence the operating of the pensions. The procedure of how environmentally responsible services got started and the present situation of these services are also introduced. The result of this research can provide the knowledge needed by the hotel owners in Taiwan when they try to promote and manage a green pension in practice.
