兩岸社會體育指導員授證制度之比較

Comparative Study on the Certification System of Social Sports Instructor in Taiwan and Mainland China

摘要


行政院體育委員會依據「國民體育法」第11條規定:「中央主管機關應建立體育專業人員之進修及檢定制度」,並研訂我國「國民體能指導員授證辦法」,施實以來授證人數寥寥可數。反觀,對岸中國大陸自1994年公布實施「社會體育指導員技術等級制度」10多年來,各類社會體育指導員逐步增加,預估2010年將有約65萬人從事社會體育工作。本研究將分別淺述我國國民體能指導員授證制度與中國大陸社會體育指導員技術等級之授證制度,再試著藉由相關文獻佐以討論其優劣點,以做爲我國體育主管機關未來修正相關辦法或養成相關體育專業人力之借鏡。

According to the 11(superscript th) National Sports Law ”the authority concerned should establish the education and certification system of the sports professionals”, the National Council on Physical Fitness and Sports, Executive Yuan set up the certificate and qualification of physical fitness instructor in our country. However, the execution of the system was not well. On the other hand, since the official performance of social sports instructor system of China in 1994, the number of sports instructors has risen steadily along with the development of sports. With 650,000 expected to be engaged in the profession at different grades by 2010. The purpose of this study was to review the benefits or disadvantages between two systems. The findings of this study were used to recommend to the government authorities for taking the necessary action and making appropriate improvement.
