運用平衡計分卡探討國防大學校務經營績效指標之研究

Using the Balanced Scorecard to Research of the National Defense University School Performance Indicators

摘要


軍事教育良窳,攸關幹部素質暨職能的優劣,且直接影響建軍備戰的成效。國內1994年至2009年的大專校院之學校數從58所增至149所,導致稀釋教育資源,教育部利用大學評鑑結果作為強迫大學退場之依據,唯有經營績效優良之學校,才能永續生存。本研究以國防大學為研究對象,透過平衡計分卡觀念,以問卷方式實施普查。問卷計發放838份,收回698份,有效問卷661份,有效問卷回收率78.88%。研究結果顯示,國防大學所屬教職員工對整體經營績效重要性指標認為顧客構面:軍人專業倫理表現最重要;在經營績效滿意度指標認為學習成長構面:與學生維持良好互動關係(師生晤談情形)最為滿意;在指標之重要性與滿意度認為財務構面:網路環境(如開放性、便利性等)差異最大。

The results showed that belongs to the National Defense University faculty and staff on the importance of the overall business performance indicators that the customer perspective: the most important performance of the military professional ethics; satisfaction in the performance indicators that learning and growth perspective: maintain good interaction with students (teacher-student interviews Case) is most satisfactory; the importance of indicators and satisfaction that the financial structure: the network environment (such as openness, convenience, etc.) the biggest difference.
