運用平衡計分卡探討國防大學校務經營績效指標之研究

摘要

軍事教育良窳，攸關幹部素質暨職能的優劣，且直接影響建軍備戰的成效。國內1994年至2009年的大專校院之學校數從58所增至149所，導致稀釋教育資源，教育部利用大學評鑑結果作為強迫大學退場之依據，唯有經營績效優良之學校，才能永續生存。本研究以國防大學為研究對象，透過平衡計分卡觀念，以問卷方式實施普查。問卷計發放838份，收回698份，有效問卷661份，有效問卷回收率78.88%。研究結果顯示，國防大學所屬教職員工對整體經營績效重要性指標認為顧客構面：軍人專業倫理表現最重要；在經營績效滿意度指標認為學習成長構面：與學生維持良好互動關係（師生晤談情形）最為滿意；在指標之重要性與滿意度認為財務構面：網路環境（如開放性、便利性等）差異最大。

Military education these indices, cum functions relevant to the merits of the quality of cadres and prepare for a direct impact on the effectiveness of the army. The results showed that belongs to the National Defense University faculty and staff on the importance of the overall business performance indicators that the customer perspective: the most important performance of the military professional ethics; satisfaction in the performance indicators that learning and growth perspective: maintain good interaction with students (teacher-student interviews Case) is most satisfactory; the importance of indicators and satisfaction that the financial structure: the network environment (such as openness, convenience, etc.) the biggest difference.
