普及化高等教育產學合作氛圍下校辦企業之衍生

摘要


普及化高等教育趨勢下,面對逐年緊縮之政府補助款的衝擊,為維持高等教育穩定及發展,教育領導機構高度倡導產學合作,希冀大專校院教師之研究能力對在地型產業有所貢獻,並因而拉近學生與企業之培用差距。然大學校院所創造之新知識應用性不明顯而難以對價,進而知識落後的一方所能付出的實體報酬資源較低,產學合作或技術移轉數量及金額相對有限,且常無法媒合成功,且產學合作收入對於校務推動並無直接助益。大學校院領先以新知識作為經濟活動策略應用之主要工具時,期待以技術移轉或專利授權方式挹注校務基金,分析相關法令可知,以校務基金之投資管道,進行大學校院衍生企業之注資,不管以技術入股方式獲致一定股權之衍生企業,或搭配技術入股及資金注入方式掌握衍生企業經營權之校辦企業模式。以技轉機構、育成中心、科技園區為平台,構築產學合作之進一步衍生新創事業,吸引既定合作企業,獲取政府補助款,以及大學校院設立評估及管理單位,以配合款購置混成組織之資本門項目,結合各大學校院之育成中心功能,擴大資金投入,可達校辦企業之效益。

Behind the universal higher education, the Industry-University Collaboration is encouraged by the government to exert the professors' research capacities for helping the incorporations to elevate the technology level. Not only the previous help offered by the professors, the technology transferring revenue is also the approaching to increase the University budget. However, the new knowledge produced by the University is hard to value. The fund of the Industry-University Collaboration is thus inefficiency for the University income. Analysis of relevant laws, one finds that the University Fund's investment would incubate the University owned enterprises. With technology transferring plan and capital investment into the manner, the University owned enterprise business model is a suitable approaching for modern University. The platform constructed by the technology transfer institution, Incubation Center, Science and Technology Park would further attract the established cooperative enterprises, access to government subsidies, as well as the establishment of private Universities. Combined with the major school functions of the Incubator and the capital investment by the University Funds, the University owned enterprise would help to enlarge the revenue of the University by the effective incubating of the incorporation.
