本研究旨在瞭解新加坡的菁英教育政策,看似成功的帶動了新加坡的經濟成長,把新加坡推向國際舞台,展現令人稱羨的耀眼成績。這樣的教育政策下,現實生活中的新加坡小學生真能如新加坡官方所期望,個個都能快樂學習嗎?因此本研究主要以文獻分析法,從學理上的人本主義、大腦的發展、因材施教理論,探討分析新加坡小學教育的不足之處,輔以網路相關人士經驗訪談或查詢,最後再與台灣小學教育現況做一比較。目的有四:1﹒瞭解新加坡的語言及教育政策的發展及現況。2﹒就人本立場,潛能發展(全腦開發) 及儒家因材施教理論,以微觀的角度, 對新加坡菁英教育(尤其是小學分流制)和語言教育進行探討。3﹒瞭解台灣教育的演變,九年一貫適性發展的特色與目前小學教育的現況 。4﹒綜合建議, 台灣人民必須勇敢放下傳統文憑主義的束縛, 對九年一貫有更新的體認與接納。從研究中發現,菁英教育政策下的新加坡小學生,課業壓力頗大,分流制度的實施,使得成績不好的學生容易被輕視;對考試以外的科目(其他才藝)的重視尚在起步階段。相較於台灣教育政策下的小學,學生多了許多自由選擇的機會去發展個人專長;即使功課不好,未來仍有機會出人頭地。因此,我們期待新加坡政府在未來的教育發展上,能更民主、更多元;台灣人民也能夠勇敢放下傳統包袱,迎接台灣新教育。
