菁英教育與多元教育之探討—以新加坡與台灣小學為例

本研究旨在瞭解新加坡的菁英教育政策，看似成功的帶動了新加坡的經濟成長，把新加坡推向國際舞台，展現令人稱羨的耀眼成績。這樣的教育政策下，現實生活中的新加坡小學生真能如新加坡官方所期望，個個都能快樂學習嗎？因此本研究主要以文獻分析法，從學理上的人本主義、大腦的發展、因材施教理論，探討分析新加坡小學教育的不足之處，輔以網路相關人士經驗訪談或查詢，最後再與台灣小學教育現況做一比較。目的有四：1﹒瞭解新加坡的語言及教育政策的發展及現況。2﹒就人本立場，潛能發展(全腦開發) 及儒家因材施教理論，以微觀的角度， 對新加坡菁英教育(尤其是小學分流制)和語言教育進行探討。3﹒瞭解台灣教育的演變，九年一貫適性發展的特色與目前小學教育的現況 。4﹒綜合建議， 台灣人民必須勇敢放下傳統文憑主義的束縛， 對九年一貫有更新的體認與接納。從研究中發現，菁英教育政策下的新加坡小學生，課業壓力頗大，分流制度的實施，使得成績不好的學生容易被輕視；對考試以外的科目(其他才藝)的重視尚在起步階段。相較於台灣教育政策下的小學，學生多了許多自由選擇的機會去發展個人專長；即使功課不好，未來仍有機會出人頭地。因此，我們期待新加坡政府在未來的教育發展上，能更民主、更多元；台灣人民也能夠勇敢放下傳統包袱，迎接台灣新教育。
