農會總幹事之學經歷與農業推廣供運銷工作績效之研究

A Study on the Attitude and Organization Bebavior of General Managers of Farmers Associations

摘要


台灣的農業推廣與供運銷工作,一直委託農民團體(農會)辦理。未來完成農業推廣法立法後,在加速鄉村發展及農業現代化過程中,農會體系更將是一個不可或缺的組織系統。在農會法農會任務二十個項目中,有十六項與農業推廣教育及供運銷事業相關,可見農業推廣與供運銷工作在農會任務中佔有非常重要的地位。農會職員由總幹事就農會統一考試合格人員中聘任並指揮、監督、……(農會法第二十六條),且總幹事為經營領導管理農會的實際負責人;由這兩點看來總幹事對農業推廣及供運銷工作有極大的影響力。本文研究目的首先就總幹事背景做一分析,並且瞭解總幹事對農業及農會……等的看法,再分析不同學歷的農會總幹事對農業推廣與運銷工作績效的影響情形。接著再分析不同經歷的農會總幹事對農業推廣與運銷工作績效的影響情形。從分析中看出農會總幹事之學經歷對農業推廣及供運銷工作績效無顯著影響,其原因可能是:一、總幹事需有一定的經歷與人際關係,非是學有專精的外來人才所能擔任的。二、總幹事設置有遴選制度,使在當選總幹事中同類型學經歷的佔絕大部分。在此提出兩點建議:其一,儘速提高總幹事教育程度;其二,農會進用大學以上畢業生,以企劃專員、研究員、技師等職缺加以訓練任用,以輔佐總幹事。總幹事中雖有一半為農科學業,但其工作績效並不比非農科考高,可見在總幹事遴選時,對農業科系畢業生與以加分,似有不當。總幹事遴選辦法應可稍加修改,以更符合公平性。另外,政府在擬訂農會考核辦法時,太過於偏重政府委推業務及推廣工作與供運銷工作計劃執行,總幹事只努力達成政府規定工作目標,以得到較高工作績效。所以,建議適度修改農會考核辦法,使得其正努力在做農業推廣與供運銷工作的總幹事能得到較合理考核分數。

In Taiwan, agricultural extension & marketing-supply always entrust the farmers associations. After the completion of agricultural extension law, the associations will play a very important role on the development of rural area, the moderity of agriculture. Among twenty items of associations' misson in Farmers Association Law, sixteen items are related with agricultural extension and marketing-supply. From the aboved-mentioned, we can see the importance of marketing-supply and agricultural extension. General manager of farmers associationis the soul in establishing suond agricultural extension and mar-keting-supply, becouse (1) Crews in farmers association are chosen by the general manager from those who pass goverment examinations. (2) General manager is the leader who is in charge with the managerment of farmers association.The struture of this thesis are listed as follow: 1st: The background analysis of general manager of farmers association. 2nd: General managers' viewpoint on agricultural & farmers association……ect. 3rd: The influence of educiation backgroundon work effeciency of marketing-supply & agricultural extension.The analysis shows that the education background of general manager has no significant influence on marketing-supply & agricultural extension. The reason are: 1.General manager must have abundant work experience and interpersonal relationship. Experts of other fields cannot be gualified to be general managers of farmers association. Tow suggestions are raised in myresearch; 1st: Speeding up the rate to raise the education back-ground of general managers. 2nd: Assign the university graduatesas research specialist and technicans to assist general managers.And, the work effience of general managers graduated fromagriculture department is not better than that of non-agriculture graduates. Therefore; it seems that it's not proper to give extrapoint to those who are agriculture graduates in the assignation exam. The assignation system of general manager should be amended lightly to be a fair system. Beside, the government is over-emphasised on execution of marketing - supply, agricultural extension, and goverment entrusted business. While making assesment principles of farmers association. Therefore, I suggeste that government should make proper assessment princtples to give fair assesment of general managers who are devoted to agricultural extension and marketing-supply.
