網路虛擬社區在永續鄉村發展中的角色與衝擊

摘要

強調天人合一的永續發展是未來鄉村社區發展的重要策略，在過去永續觀念一直以物質面的建設和保育為主，強調「原子」這種粒子的保育和再生利用。而隨著網際網路的風起雲湧，環境數位化隱然已成為發展的另一重要方向，藉由「位元」粒子來建設社區，無形中可經由對原子的節約而更有助於永續發展的實現。網路虛擬空間和社區的形成不但可因為將物質數位化或虛擬化，節省原子物質的損耗，有助於永續目標的達成，更可藉由資訊的快速傳遞縮短城鄉的差距，增加農民經營的競爭力，使時空的限制減至最小。鄉村虛擬社區的發展目前仍在起步階段，整體而言其成立的必要性和必然性是無庸置疑的，在經濟面和社會面上都有其正面的意義。但是長遠來看其發展對鄉村亦有一些社會面和文化面上可能的負面衝擊，色括造成個人內心的疏離、社會關係的疏離、網路上衝突的發生、新資訊階級的對立、頹靡文化的形成，以及對都市的依賴和帝國主義文化的入侵等，這些都是在追求永續發展過程中應防患於未然者。就長遠的鄉村發展前言，虛擬社區和真實社區的同時並存是必然的，但絕對不是互斥，而是相輔相成的。

Sustainable development has recently become a crucial policy in future rural development within which maintaining and reuse of ”atoms” is emphasized overwhelmingly. Along with the emergence of Internet and so-called ”cyberspace”, digital development, mediated by ”bits”, begins to attract considerable attention in planned community development.The cyberization or virtualization of various objects and even events within real community not only saves the consumption and exploitation of natural resources as to attain the goal of sustainability, but also facilitates the inner communication efficiency and social relationships reinforcement. As the virtual community prospers, the development gap between urban and rural areas might drastically decrease and the constraints of time and space within community eventually shall disappear. As the development of virtual community in rural area is still on the early stages, its effects on real community development is generally depicted to be positive, particularly in terms of economic and social dimensions. In the long run, however, some negative impacts might present. For instance, personal alienation, social isolation, net conflicts, information class formation, meaningless culture, city dominance and cultural invasion of western countries could consequently occur. These possible problems deserve more attention from those involved in rural community development.In a brief, the co-existence of real community and virtual community in rural development is unavoidable. These two types of communities, in essence, are complementary to each other, not mutually exclusive.
