深度報導與台灣永續鄉村發展之本質與前瞻

摘要

本文利用台灣大學農業推廣系選修農業新聞編寫學生針對臺灣大學農學院院長及農學院各系系主任或系內對永續鄉村發展有深入研究之教授進行深度訪問，並作成深度報導稿件，並進行深度分析，作為推論臺灣永續發展之可能性以及農業和鄉村發展之策略。本文亦探討臺灣農業進入WTO後之順應以及調適農業全球化發展趨勢應有之策略。從深度訪問發現，臺灣大學農學院院長及各系主任，臺灣大學農學院院長及各系主任對於永續農業均有正確的認知，永續農業必須與生態環境充分配合，僅注重農業生產必然會造成生態環境之破壞、土地過度使用，水土保持無法落實維護，更形成永續農業無法建構，更直接影響農村繁榮和永續發展，農業與生產、生態和生活之充分結合之準則，應有貫徹執行的必要。但在各系系主任之中，仍有些系系主任以其本身專業領域，認定臺灣農業永續發展和鄉村永續發展的信心是不足的。像森林系系主任就認為臺灣林業現階段政策，要達到永續林業是不可能的。農經系系主任更直接認為永續農業是一種逆勢操作。其他各系系主任均認為永續農業有其必要性，農業永續發展為理想之目標，但必須投資大量人力和財力資源，以及政府施政的決心，以及提昇農業高科技發展，臺灣永續農業才能有效建構的。

Rural sustainable development is the major agricultural policy in recent year in Taiwan. Produce, ecology and life style are the main concern of the decision makers of the government agricultural officers. The purpose of this study is to find out the attitude of rural sustainable development among the chairman and professors of the department in the college of Agriculture, National Taiwan University. Depth reporting method was in this study. The major findings of this study indicated the positive attitude toward rural sustainable development policy. But some professors on reviewing the agricultural situation in Taiwan had low confidence of the future development in the area of agriculture and environment protection in Taiwan. A strong agricultural policy and technique development should be designed in dealing with world free trade and becoming WTO members in the near future.
