農會組織自我革新之道

Farmers' Associations Self-Reform

摘要


為了因應經貿自由化,加入世界貿易組織(WTO),以增進國家整體利益,我國已經自今(87)年6月1日起,開始對部份國家履行開放頭期款的義務。因此,我國農業無疑已進入一個全新的時代,未來農產品市場的全面開放,勢必將對國內的農業帶來更大的衝擊,農會對於農業的扶植、農民福利的確保以及其角色功能的充分發揮,將會更形重要、更被期待。惟近5年來,農會經濟事業逐年虧損,又民國84年8月以來,金融風暴迭起,農會信用部經營體質脆弱的本質暴露無遺,收益狀況急速惡化。另一方面,隨著經濟發展,鄉村人口外流與農業人口老化情形持續擴大,農會組織老化的現象日益嚴重。值此農會面臨存亡之秋,本文謹從農會因應環境變革的三大課題切入,探討農會應先回歸合作組織原點,立足新思維模式,並應積極規劃長遠戰略計畫的緣由,再分別從農會的組織結構、經營結構及事業部門各方面,提出農會自我革新的方向與實施方法,期能開拓農會持續發展的活路與空間。

In order to increase Taiwan's economic development, Taiwan decided to join the World Trade Organization (WTO), but to do so we need to further open our markets to other countries. Since June 1, 1998 we have begun this process. This will be a new era for Taiwan's agriculture businesses. Undoubtedly, domestic agriculture in Taiwan will face increased economic pressure as our markets open to other countries. The role of the Farmer's Associations will increase in importance during this time as we strive to ensure Taiwan's foundation in agriculture and improve the situation for farmers. In the past 5 years, the Farmers' Associations' financial health has suffered. In addition, since the start of the Taiwanese economic recession in August 1995, a number of areas of the Farmers' Associations have been shown to have structural weaknesses and the credit department's income has dropped dramatically. In addition, with the overall economic growth of the country, a population shift from rural areas to urban areas has occurred. This, coupled with increased average age of farmers as well as the increasing age of the Farmers' Associations is creating a serious problem that must be faced.It is time to consider whether the Farmers' Associations should continue on its present form. This article covers the circumstances that have prompted a call for reform, then explores how the Farmers' Associations can start with its current base to build a new structure and finally outlines the long term strategy based on the organizational and management structure of the Farmers' Associations with a view towards reform in order to strengthen the farmer's Associations.
