台大實驗林經營計畫目標形成之研究

摘要

本研究目的是利用目標管理理論，綜合由上而下與由下而上的方式，協助台大實驗林管理處發展其經營計畫之目標。在實務操作上首先，透過前期經營成果分析與高階管理者討論，由上而下擬定出實驗林未來經營方向，包括營造良好教學環境、加強試驗研究、健全環境保育、提升經營效率、加強社區互動以及財務平衡等六大經營方向。其次，透過分析各組室業務特性，並與各組室代表討論，發展出各組室未來經營目標。再經由下而上的方式，整合各組室目標，發展出管理處整體目標。最後，檢視經營方向與處、組室目標均能互相契合。總結，本研究發展出八項處目標，分別為林地區劃管理調整、加強森林生態系復育、健全財務收支結構、發展目標導向研究體系、整合優質休憩系統、提供多元化教學實習、結合社區健全林地管理以及業務資訊化提升經營效率，作為本期經營計目標。

The aim of this study was to help NTU Experimental Forest develop the objectives of management plan by applying the theory of the management by objectives, which combined the top-down and bottom-up approach. First of all, operating in practice, through analyzing the management outcomes at earlier stage and discussing with the executives, we drew up the six management orientations for NTU Experimental Forest that included: (I) to build a quality environment for education, (2) promoting experiment and research, (3) improving environmental conservation, (4) enhancing the efficiency of management, (5) strengthening the interaction with communities, and (6) balancing the finance.
Next, we extracted the management targets of every division in the future by analyzing attributes of the services, and discussing with the institution's representatives. Furthermore, through using the bottom-up approach, all of the targets were integrated into the organization's objectives. Finally, by the process of review, between the management orientation and the objectives of organization and divisions were all in agreement each other. To sum up, eight objectives of the organization were developed in finally that included: (1) regulating the division of forest area, (2) strengthening the restoration of forest ecosystem, (3) establishing a sound financial affair, (4) developing research system of management objective oriented, (5) developing an appropriate recreation system and improving the quality of life, (6) providing diverse opportunities of education, (7) strengthening forestland management with communities, and (8) enhancing the efficiency of management and computerization of the services. The above mentioned results will be the management objectives in this phase.
