南投縣五城社區民眾參與溪流保育組織運作與居民反應之研究

摘要

本文旨在探討南投縣魚池鄉五城社區民眾參與境內溪流保育運動之組織運作及居民反應。透過文獻收集、深度訪談、實地觀察及問卷調查等研究方法，深入瞭解蓮花池護溪保育發展協會的成立背景與運作方式，分析協會幹部的參與動機，並探討溪流保育運動對當地的影響。五城村民主動參與溪流保育工作，積極關心溪流整治工程，其意涵不只強調社區參與環境資源管理而已，更重要的是凸顯出社區的自主性。從環境美化為起點，並延伸至推動社區發展，強調社區參與、激發社區意識、促進社區合作、增進社區自治及自主的能力，五城社區溪流保育運動即是在實踐此一重要意義。

The purpose of this paper was to study institutional implementation and residential response in public participation for local stream conservation in the Wucheng community in Nantou County. We carefully studied the established background and implemented approach of Lein-Hua-Chih Stream Protection and Conservation Development Association through literature review, face-to-face interview, field observation, and a questionnaire survey. We also analyzed some of the more devoted members' participation motives, and studied the effect of stream conservation movement on local community. Residents actively participated in stream conservation and were persistently concerned with stream-regulated engineering. These not only emphasized public participation in environmental resource management, but also stressed community independence. From the beginning of environmental improvement to the time of community development, the purposes of stream conservation movement in the Wucheng village were to fulfill many important meanings. These included headlining community involvement, stimulating community consciousness, improving community cooperation, and increasing community management and independence ability.
