臺南北門抹香鯨標本與地方認同研究

摘要

本研究以2007年至2009年執行臺南北門抹香鯨標本案的權屬變遷，民眾參與的程度，進行地方認同之問題研究，分析探討與檢視地方主體意識的表達與可能。2005年擱淺於臺南北門海灘的巨大抹香鯨因現場環境惡劣、體積龐大，搬運及現場標本採製困難而就地掩埋。臺博館位於臺北首都核心區，自2005年起獲得公務預算支持，進行擴館計畫，包含結合舊土地銀行(原勸業銀行)古蹟修復再利用，設立臺博館土銀展示館，展示古生物，集合臺博館成為自然史展示主題的博物館。為了搭配豐富臺灣特色與地方連結，擴館計畫也積極展開外部連結，其中透過行政程序協商，臺南北門抹香鯨獲得臺南縣政府支持贈與臺博館，然而在2008年製作執行期間引發「鯨留北門」的轉折，臺南縣北門鄉的地方主體意識，在鯨魚開挖前夕開始匯集，出現鯨魚標本主權保衛爭議，即便是臺南縣北門鄉內，也引發不同權力結構的衝突。臺博館從抹香鯨標本挖掘的過程，意外引發爭議，卻因此讓地方認同意識近一步彰顯，成為臺南北門抹香鯨事件，避免讓此事件成為飄在空中的博物館專業技術擴張。臺博館面對「鯨留北門」意見抱持正面支持，同時在不減低博物館專業協助，整合不同資源進行標本製作與紀錄，完整資源公開分享。座落於臺南縣北門鄉的交通部觀光局雲嘉南濱海國家風景管理處(以下簡稱雲嘉南風管處)，因地緣且不具地方派系的超然角色，成為最後安置標本的最大共識。雲嘉南風管處很快的在一年內就完成抹香鯨展覽硬體設備，注入更多支持的力量。最後，公部門高度支持與行動固然呼應了地方意識，然而民眾實質參與程度仍顯不足。除挖掘前的爭論、挖掘與清理的部份參與，後續因高度專業的標本製作與展示分工，當地居民失去參與製作的可能，而各政府部門努力對抹香鯨妥善規劃與安排，亦可能減少民眾參與的機會，消弭「異見」而失去發表「意見」的動力。

It was a study of local community identity from 2007 to 2009 by the sperm whale of Tainan Beimen Township. To analyze and review that how was possible and representation from the community identity. Provides the museum or any outsider to facing the community social identity and realization. The giant sperm whale died in beach of Tainan Beimen Township and buried nearby because the environment situation was not easy to moved it away and made specimen in 2005. The National Taiwan Museum(NTM) who located on the core center of Taipei capital was got the official support funds from 2005 to expand the display hall, contains unifies the old Land bank heritage becomes the natural history museum of Taiwan. In order to match the various Taiwan characteristic and the community connection, Tainan County government was promise to gave NTM that who ownership the Tainan Beimen Township sperm whale. However, the Tainan Beimen Township does not agreed it moved Township outside when NTM was done in 2008. ＂the sperm whale keeps it stay on in Beimen Township＂ the voice was increased , presents NTM or not was the question for every each one, confused and conflict was effect the social structure of Beimen Township.
