護理設備申購作業改善方案

The Improvement on Dealing with Nursing Equipment Purchasing Project

摘要


護理管理者在健康照護體系中扮演重要的角色,隨著社會逐漸多元化,醫療環境競爭激烈且日趨複雜化,爲追求組織更大的效能與效益,護理管理者應拓展角色功能,除臨床病志照護及病室管理,必須具備領導及溝通協調能力,更要合宜的編列預算,進行成本分析,並採購合用的物料及醫療儀器設備,提供病患安全舒適的就醫環境,達到組織永續經營的目標。我國自民國八十八年五月二十七日正式實施「政府採購法」,明定使用單位須作市場調查及訂定規格。本方案之目的在建立統籌中購、市場調查、訂定規格、及物料驗收之機制,以增進護理設備中購之效率。結果顯示:藉由成立共同項目工作小組及進選適當的小組長人選,以及護理部同仁的共同參與和努力,使八十九年度護理設備中購順利完成,並充分做到成本效益之掌控。

Because of the environment becoming more complex, the competition of medical environmental becomes more agitated and complicated nowadays. Nursing administrators play an important role in health care architecture. They should improve their clinical patients' health care and management of wards. They also should make themselves able to communicate and command, and have the ability to make budgets arrangement and cost analysis moderately. So they can buy medical equipment that provide patients with a comfortable medical environment and get the organization reach their targets too. Taiwan approved government procurement law in 1999, authorizing the organization to do the marketing survey and price setting of the equipment. The purposes of this project were to build up the standards of dealing, marketing survey, price fixation and the mechanism of canvass for equipment to improve the effectiveness of purchasing nursing equipment. The results showed: the formation of workgroup and the helping of entourage made the dealing of nursing equipment in 2000 successfully with the well control of the cost effectiveness.
