單位護理人力併用成效評值

The Degree of Satisfaction on Nursing Personnel's Work after Manpower Merger of Two Departments

摘要


本專案旨在提升兩單位護理人力併用後護理人員之工作滿意度。自全民健康保險實施以來,生產採論病例計酬給付,導致嬰兒住院天數縮短、周轉率高、佔床率下降。醫院在面對營運成本壓力下,縮減護理人力,故為了達到有效的人力管理經營,將同質性高的嬰兒室及新生兒病房二單位護理人力併用。合併過程中發現因二單位的作業常規未整合,又因嬰兒疾病嚴重度不同,護理照護技能不足,且未訂護理人力併用排班規範,導致兩單位護理同仁的工作滿意度低,為32%,嚴重影響護理品質。透過此專案實施,整合了嬰兒室及新生兒病房工作常規流程及管理模式,並對護理人員實施教育訓練提昇護理專業知能,增加人力彈性運用之效益,不但達到精簡人事之目標,同時讓二單位護理人力併用後同仁之工作滿意度躍為80.3%,進步率151%,目標達成率101%,專案效益值得在臨床上繼續推展,亦可做其他單位人力併用時的參考。

The objective of this project is to upgrade the degree of satisfaction on nursing personnel's work after merging the manpower of the two departments. In order to have better operation efficiency, also, to bring down high operational costs, the hospital was forced to merge the manpower of two departments from the wards of infants and newborn babies. In the process of merging, we found that since the operation routines of the two departments were not consolidated, the degree of satisfaction on nursing personnel's work was low: 32%. This had seriously affected the nursing quality. Through this project, we consolidated the work routines flow and management mode. Further more, we also implemented educational training for the nurses to upgrade their professional skills, and increase the efficiency of manpower flexible application, which increased the degree of satisfaction in nursing personnel's work up to 80.3% .The rate of progress was 151%, while the rate of goal attaining 101%. The project efficiency is worth applying to carry on the promotion, it can also be the reference for other departments when merged.
