提升加護病房法定傳染病通報送件完整率方案
A Project to Increase the Completion Rate of Infectious Diseases Notification Procedure in Intensive Care Units
摘要
法定傳染病通報是防疫工作中最重要之一環，過程中任何步驟的失誤，都將影響疫情控制與診斷治療。統計單位自2008年1月至2009年9月間法定傳染病通報送件共51件，但不完整件數卻達16件，完整率僅68.6%；當通報送件不完整遭退回時，必須修正錯誤、重新送件，不僅增加工作負擔，更會延誤通報時效。分析其主要原因為缺乏通報送件查核機制、護理人員知識與經驗不足及通報物件無規劃與管理。因此著手進行改善專案，制定法定傳染病通報查核表、設計通報說明本、安排在職教育及規劃通報送件專區。於2010年1月至2011年3月共送件77件，不完整件數僅4件，完整率提升為94.8%，專案達成率為122.4%，人員滿意度提昇為92.2%。本專案不僅提升法定傳染病通報送件完整率，提高人員工作滿意度，更重要的是達成防疫的重責大任，藉此提供臨床人員參考依據。

The cases of notifiable communicable diseases increased nearly 10 times than before from 1999 to 2009. The completion rate of infectious diseases notification procedure was 68.6%. The low completion rate was due to: 1. The units lacked reason of checking mechanism. 2. The nursing staffs lacked related knowledge and experience. 3. Lake of a specific area to manage relevant objects. The improvement measures proposed were as follows: 1. Designing a notification procedure for infectious diseases. 2. Arranging a training program. 3. Setting aside a special notification area. 4. Specially-assigned person for service management. After carrying out these proposed measures, the completion rate of notification procedure went up to 94.8% from 68.6%. These measures staff satisfaction, and achieved the important task of quarantine heath care. We were honored to share this article as a reference for clinical staffs.
