從資源基礎理論探討兒童醫療單位之經營策略

Implication of the Resource-based Theory on the Management Strategy Analysis of a Pediatrics Department

摘要


人口少子化、疾病結構的變化及醫療科技蓬勃發展,使醫療產業環境特別是兒科醫療照護產業,比往昔須面對更多挑戰。本研究是探索某醫學中心兒童醫療單位,如何以資源基礎模式連結企業資源與競爭優勢,創造持續性的競爭優勢。研究結果發現,該兒童醫療單位本身以人力、硬體設施、技術及聲譽四項資源較具關鍵優勢;而財務控制、資訊系統二項則較傾向為關鍵劣勢。因此在進行策略展開時,其策略方向應使資源變的獨特而難以模仿,以創造持續性的競爭優勢。本研究建議如下:優勢方面:1.人力部分:(1)利用口袋書及實證在職教育,訓練紮實的急重症醫療團隊照護能力。(2)整合加護中心人員,固定工作場所及提高加護津貼,讓重症團隊人員願意繼續留任。2.硬體設施:強化硬體設施照護的特色。3.技術部分:進行內部行銷及擴展醫療技術支援的深度與廣度。4.聲譽部分:尊重、合作之組織文化,每年遴選優良醫護人員,讓人員對此工作環境有歸屬感而更加敬業提升聲譽優勢。劣勢方面:1.財務控制部分:(1)內部儀器管控:計劃性汰舊與避免閒置。(2)發展自費項目及物料管理機制2.資訊系統方面:訓練專責人員管理相關資訊系統。

Low birth rate, booming development of medical technology and growth of medical knowledge in population push the medical circumstance to face more and newer challenges than the past, especially in pediatric care. The managers of the various departments of the medical institutions need to keep abreast of changes and development of the society as well as to control and analyze the internal and external environment by management strategy. We suggest: 1. Using stable, maintenance, expansion and differentiation strategies in human resource to retain staff loyalty and continue to train preterm baby care personnel and excellent cardiac critical care team. The advantage of hardware facilities should strengthen the characteristics of the care. 2. Promoting expansion of medical support depth and breadth and internal marketing in technology resources. 3. Using internal development and stable strategy to control internal instrument and eliminating the old ones as schedule so as to curb financial control weaknesses. 4. Developing self-financed projects and materials management mechanism. 5. Developing a dedicated team to handle information management and personnel training.
